II. BUDGET ALLOCATION
With the recommendation of the University Librarian, the University Administration allocates the overall library materials budget. The materials budget is divided between nonrecurring ("Books") and recurring ("Periodicals") expenditures with the exact division determined by agreement between the University Librarian and the Administration. The budget terms books and periodicals are historic legacies, and electronic and other nonprint expenditures are included in these categories based on their budget characteristics (one-time or continuing expenditures).
The Periodicals budget is administered by the librarians in consultation with the faculty and includes continuing online resources. The Book budget is divided among Standing Orders, Collection Development, Reference, and the departmental units. Initially, Standing Orders are allocated their projected cost and the remaining funds are then divided between the library and the departments with the percentage of the division decided by the University Librarian. The library portions are entirely controlled by the librarians and are used for Reference or other works, particularly interdisciplinary materials. Each departmental unit is allocated funds from the remainder based upon a formula devised by a Faculty Senate committee which uses weighted criteria such as enrollment, number of professors, level of courses/students taught, and cost of materials in each discipline.
III. SUPPLEMENTAL FUNDS
The library has a limited amount of supplemental money regularly available to it. Generally referred to as "gift money," most of it consists of the proceeds of bequests from which the library receives the income. The funds are limited and most have restrictions. The major funds are:
- Wheeler:
- Walton M. Wheeler was a prominent attorney and a member of the Board of Trustees. Since 1960, the proceeds from a trust in his memory have been awarded annually to one or more faculty members for special library purchases. Proposals are solicited in the Fall Semester.
- Harding:
- The Harrison H. and Jessie L. Harding funds are to be used for titles in American history and civilization.
- Eades:
- The Alvin Q. Eades funds may be used for general library acquisitions.
- Orr:
- The Drs. Samuel and Jane Orr Unitrust may be used for books and other educational materials.
- Cox:
- Donated in memory of Eva V. and Ting Cox by their son and husband, respectively, Warren M. Cox, Jr., proceeds from this endowment are for the purchase of library books.
- Clifford:
- The James L. Clifford Endowment is to be used for materials relating to Samuel Johnson and 18th Century life.
